Our Communities Belief

Infrastructure projects, such as Mong Duong 2 BOT Coal-fired Power Plant, bring opportunities to local communities by providing employment, creating a demand for services and materials which helps the local economy, and improves resident’s quality of life via the provision of safe and reliable energy. Wherever we locate or operate a business, we seek to create deep, meaningful relationships with the communities we serve. We recognize that our contributions need to involve not just providing a critical service, but making investments in the people and infrastructure of that community.

Social Principles

One of the core operation principles of AES-VCM is to maximize the economic and social benefits associated with the development of Mong Duong 2 BOT Coal-fired Power Plant Project. In order to ensure that positive benefits are preferentially disbursed and that negative impacts to local communities are addressed, we follow a technical and culturally appropriate approach to engagement, consultation and disclosure in the specific project environment, to ensure sufficient community participation, provisions of adequate and timely information to all communities and that these groups are given sufficient opportunity to voice their opinions, concerns and issues.

With our goal of building trust with the local community and contributing to the socio-economic development (Improving quality of life: health, jobs and education by building sustainable local capacity) with a strategic focus on the project area, community development programs are developed to ensure the most effective, efficient and beneficial local contribution that can make a community stronger economically, socially or environmentally. At AES-VCM, we aim to develop social and CSR programs focusing on:

  1. On-going engagement with local authorities and communities to understand their needs and concerns and address them timely;
  2. Forge strategic partnerships to develop appropriate local capacity and mobilize core competencies
  3. Prioritize local recruitment where possible;
  4. Improvement or at least restoration of livelihoods and standards of living of displaced persons (by Ash pond 2 Project);
  5. Protection of the local community and vulnerable groups in particular to ecosystem services.
  6. Plan for sustainability.

To date, these policies have been well reflected in our current effective Stakeholder Engagement Plan, Community Development Plan and Livelihood Restoration Plan.
